SPF Bulgaria is a consultancy company that has originated as a Bulgarian branch of SPF Group, a famous Czech company, well known for provision of advisory services in the area of local and regional development. Though the company has been recently established and put in operation, our ambition is to mirror the services offered by our Czech partner, by combining in a creative way the Czech experience with the expertise of top Bulgarian consultants and to extend those services where possible with technical support to international partners that enter Bulgarian consultancy market.
The company´s services include consultancy support to central, regional and local institutions on strategic and project management – from preparation of regional and local development strategies, through identification and preparation of development projects, to assistance in their implementation, monitoring, evaluation and financial management. The company offers advisory activities in preparation and implementation of EU regional policy in the Republic of Bulgaria (technical assistance in creation and management of operational programmes, evaluation studies, project preparation). The company´s consultants (Antoaneta G, Jan V, Jiri W, Jan S, Ivanka D, Stoyan F, Diana T, Elenka M) also provide specialized training and workshops in these areas.

Od září 2011 do března 2012 zpracovává SPF Group aktualizaci Strategie rozvoje Jihomoravského kraje 2020 (SRJMK 2020). Smyslem této strategie je nalézt odpovědi na aktuální příležitosti, hrozby a výzvy, jimž Jihomoravský kraj čelí v důsledku blížícího se příštího programovacího období kohezní politiky EU 2014-20, hospodářské recese a změn v globální ekonomice. Strategie se zabývá také tím, jak uchopit tradiční dilema mezi strategickou a pojišťovací regionální politikou kraje, jinými slovy jak zajistit vnější konkurenceschopnost Jihomoravského kraje prostřednictvím rozvoje jeho centra a současně zajistit dlouhodobou udržitelnost sociálně-ekonomického rozvoje v ostatních částech kraje.
For the Usti Region prepares SPF Group study of the possibilities of the development of locality "Peninsula" in the district Krasne Brezno in Usti nad Labem. The main objective of the study is to analyze the situation and evaluate the development potential of the locality and design strategies for further progress in the regeneration of this area, including selection of key project and verification of its feasibility. In the analytical part was collected and evaluated various information to the general description of the current land use, development and analysis of spatial planning documents, local real estate market analysis and evaluation of the economic potential of the territory. The next section is to analyze the intentions of key players in the identification and development project. The last part is the application of CIRCUSE tools, i.e. analysis of funding sources and instruments of implementation of the recovery and formulation of progressive steps in the Action Plan. The author will also provide ongoing technical assistance to the Usti region and provide input to the project CIRCUSE. The study is realized in the context of the international project CIRCUSE (Circular Flow Land Use Management) funded from the Operational Programme Central Europe, whose general objective is to promote sustainable forms of land use. The project incorporates a professional team of consultants and specialists from SPF Group and the Faculty of Architecture CTU.
Preparation of the Usti Region for the next Programming Period of EU Cohesion Policy (added on 24 January 2011)
Usti nad Labem Region has chosen SPF Group for implementation of a project aimed at a systematic and erudite preparation of the region for the new Programming Period of EU Cohesion Policy 2014 – 2020. Part of the project are activities aimed at creating an institutional structure and activating a professional debate on developing topical priorities of the region for cohesion policy after 2013. In the next phase the absorption capacity of the chosen topical priorities will be proved and recommendations will be made for its strengthening. SPF Group provides the authorities with regular monitoring of the debate on the shape of EU cohesion policy after 2013 on the EU level, as well as on the national and regional levels. At the same time, consultants provide the region with expert support when objecting to concept materials related to the new programming period and preparation of materials, e. g. for meetings of the Regional Council or relevant working groups. The aim of the project is to assist in forming attitudes to architectural designs and shaping the cohesion policy as well as strengthening the institutional capacity of the Regional Authority on both official and political level.
Expert support to the Coordinating Committees of NSRF (added on 24 January 2011)
SPF Group has been chosen by the Interior Ministry of the Czech Republic to provide support to the Coordinating Committees of the National Strategic Reference Framework (NSRF). Four of the Coordinating Committees of the National Strategic Reference Framework, whose activities correspond with the main aims of the NSRF, provide a platform for discussion between the National Coordinating Body and managing authorities of individual operational programmes and relevant partners. Discussed in regular meetings are strategic questions concerning the implementation of operational programmes of the current programming period, as well as the most suitable concept of EU Cohesion Policy after 2014. The SPF Group experts participate in meetings of the Coordinating Committees, prepare analytical and concept materials, synthesize conclusions reached during the meetings and make suggestions and recommendations for the Cohesion Policy Agenda in the Czech Republic. The SPF Group team participate e. g. on evaluation of experience with the implementation of Cohesion Policy in the Czech Republic since 2004 and also on setting priorities for the new programming period.
